They are looking for apartments to house refugee families for up to two years. They need "45 – 50 m2 for one person, 60m2 for 2 people and 15 meters more for each new person. They pay 330 for one person in the apartment, 402 euro for 2 people, 479 euro for 3 people, 556 for 4 people, and 638 euro for 5 people. The heating costs are also covered. If you have a granny flat or basement apartment, that would be ideal. This information is from Sinsheim but I'm sure there are needs in Heidelberg area as well.

Why not start with an IBC and cut a hole for the door? You could build closed laying boxes into it, and something for the chickens to roost on. Put some straw or saw dust on the floor. You could add vents to the side for air. If it sat inside a chicken run that you can walk into, the chickens could be safe, dry and happy. I have an extra IBC. Maybe this could be my chicken house? I bet I could even plant the outside of it with mud and grass for extra insulation and good looks.
